In Hong Kong , parents are required by law to send their children who are aged six or above to school. Children aged 5 years 8 months or older are eligible to participate in “Primary One Admission System”(POA) in order to apply for a subsidized school place in government or aided schools. The system consists of two stage, the (1)“Discretionary Places Admission” stage and (2)“Central Allocation” stage.
(1) 自行分配學位 Discretionary Places Admission Stage
During the stage of "Discretionary Places Admission", parents may apply to only ONE government or aided school in or outside the school net in which they reside. There are two categories of discretionary places admission:
甲 . 供有兄／姊在該小學就讀或父／母在該小學就職的申請人的學位
A) Applicants with sibling(s) studying or parent(s) working in the school
- 約佔學校小一學額 30%
This category will take up about 30% of a school's Primary 1 places.
- If such applications are less than 30% of a school's P1 places,
- the remaining places will be allocated by the school according to the Points System.
- If such applications exceed 30% of a school's P1 places, the shortfall will be made up by the P1 places reserved for the central allocation.
- All applications of this category will be admitted by the school.
乙 . 根據「計分辦法準則」分配的學位
B) Selection of applicants according to the Points System
- 佔學校小一學額不少於 20%
- Each primary school will allocate not less than 20% of its P1 places to applicants according to the Points System.
- If the number of applications for discretionary places received by a school exceeds its quota, the school should admit the applicants according to the Points System below:
Parent(s) teaching or working full time in the kindergarten or secondary section if it is of the same address as the primary school

Applicants may claim ONLY ONE of the relationships from (1) to (5) and ONE of the relationships from (6) to (7). Applicants will be awarded the appropriate points for the relationships claimed upon verification.
In the "Discretionary Places Admission" stage, they must not conduct tests or interviews on the applicants' acquired curriculum knowledge. Under the Points System, interviews with the applicants are not required. However, if schools consider it necessary to meet with the applicants before the release of the discretionary places admission results, they should inform the parents of the details of the interview. Parents should note that selection is based solely on the Points System and the interview has no bearing on the admission of the applicants.
If there are applicants with equal scores under the Points System and the number of applicants exceeds that of the remaining discretionary places, applicants should be selected by "randomisation". Schools can draw lots on their own or refer the applications to the Education Bureau for processing. If schools decide to draw lots on their own, they should conduct it in a fair and just manner. Schools should also inform parents in advance of the detailed arrangements.
(2) 統一派位 "Central Allocation" Stage
學校須預留小一學額的大約 50% ，由教育局按小一學校網和家長選擇進行「統一派位」。「統一派位」的學額中有 10% 是不受學校網限制的，家長可選擇最多三所位於任何小一學校網（包括住址所屬學校網）的小學。
電腦進行統一派位時，首先會處理「不受學校網限制」的選擇，然後處理「住址所屬學校網」的選擇。電腦程式會為每一名申請人編配一個「隨機編號」，然後按家 長的選擇及申請人「隨機編號」的次序進行派位，務求公允。電腦首先會依據「隨機編號」次序審閱所有申請人在甲部填寫 的第一選擇。當所有申請人的第一選擇審閱完畢後，再依次序審閱未獲派位申請人的第二選擇， 然後第三選擇。未能在「不受學校網限制」的選校中獲派學位的申請人，電腦會依上述程序處理 他們在乙部的選擇，直至每名申請人皆獲得分配一個小一學位為止。
Each primary school should have about 50% of its P1 places for the central allocation. The Education Bureau will process the central allocation according to school nets and parental choices. 10% of the places for the central allocation are for unrestricted school choices and parents may choose up to 3 schools in any school nets (including the school net in which they reside).
The "Choice of Schools" form is divided into Part A (for unrestricted school choices) and Part B (for restricted school choices). Parents may choose up to 3 schools in any school nets in Part A. Part B of the form is for restricted school choices and parents are advised to list, as far as possible, all the schools in their home net in order of preference.
The computer-programmed central allocation will first process the "Unrestricted School Choices" and then the "Restricted School Choices". During the process of central allocation, the computer will first assign a "Random Number" to each applicant. The allocation of places will be based on parental choices and "Random Numbers" of the applicants. This is to ensure fairness to all participants. The computer will consider all applicants' first choices in Part A in the order of their "Random Numbers". After processing all applicants' first choices, the computer will repeat the same procedure to check the second and then the third choices of the unallocated applicants. For those who have not been allocated a place in this stage, the computer will repeat the above procedure to check all the applicants' school choices in Part B until all applicants are allocated school places.
